Minister Babalanda Hails UPPC Governance Reforms , Digital Transformation Gains

The Minister for the Presidency, Milly Babirye Babalanda, has commended the leadership and governance reforms at the Uganda Printing and Publishing Corporation (UPPC), citing a strong financial recovery, tighter internal controls, and ongoing digital transformation as key milestones in the institution’s turnaround.

Speaking at the closure of the UPPC Board Retreat at Speke Resort Munyonyo on Friday, Babalanda praised both the Board and Management for taking time to review progress and set a clear strategic direction for the future.

She thanked President Museveni for intervening to restore order at UPPC following earlier governance challenges marked by wrangles, weak oversight, and mismanagement.

Babalanda noted that the appointment of a new Board led by Joachim Buwembo and a new management team under Prof. Suudi Nangoli had significantly improved the institution’s performance.

“The Corporation has been restored to an institution deserving of the title of government printer,” she said.

She reported a marked financial turnaround, with UPPC moving from a loss of Shs 3.06 billion in FY 2022/23 to profits of Shs 1.2 billion in FY 2023/24, Shs 1.4 billion in FY 2024/25, and Shs 7.27 billion profit before tax in the first seven months of FY 2025/26.

Babalanda also highlighted improvements in internal controls, statutory compliance, and the rollout of a five-year strategic plan that has helped reduce the Corporation’s historical tax burden.

She urged the leadership to safeguard the gains made, warning against complacency and internal divisions.

Babalanda emphasized the need to accelerate digital transformation, including the deployment of an ERP system and the digitisation of the Uganda Gazette and other publications now available online.

According to her, these reforms align with Uganda’s Vision 2040 and the National Development Plan, as well as the government’s push for efficient and corruption-free service delivery under the “Kisanja: No More Sleep, No More Corruption” agenda.

She welcomed the Board’s commitment to improve revenue collection, including achieving a 75% credit sales collection rate and 90% recovery of outstanding debts.

Babalanda also cautioned that weak governance could expose institutions to parliamentary scrutiny, including appearances before COSASE, and urged continued focus on efficiency and customer satisfaction.

She reaffirmed government support for UPPC’s leadership and encouraged stronger collaboration between the Board, Management, and technical teams.

“Our objective is not merely to sustain UPPC, but to build a modern, financially sustainable, technologically advanced, and nationally respected institution that delivers value to government and citizens,” she said.
